Around the beginning of the 20th century, bicycles reduced the crowding of downtown apartments by allowing workers to commute from more spacious homes in the suburbs. They also reduced their dependence on horses. Bicycles allow people to travel to the countryside leisurely, because bicycles are three times more energy efficient and three to four times faster.
In cities built around the world, urban planning uses bicycle infrastructure such as bicycle lanes to reduce traffic congestion and air pollution. Many cities around the world have implemented programs known as bicycle sharing systems or community bicycle programs. The first of these plans was the white bicycle program in Amsterdam in 1965. Followed by La Rochelle's yellow bicycle and Cambridge's green bicycle. These initiatives complement the public transport system and provide an alternative to motorized transport to help reduce congestion and pollution. In Europe, especially in the Netherlands and parts of Germany and Denmark, commuting to and from work is common. In Copenhagen, a cyclist organization operates a cycling embassy to promote cycling to work and sightseeing. The UK has a tax cut (IR 176) that allows employees to buy a new bicycle and is tax-free for commuting.
In the Netherlands, all train stations offer free bicycle parking, or safer parking, at a very low cost, and the larger train station also offers a bicycle repair shop. Cycling is popular and may exceed parking capacity, while in some places, such as Delft, it usually exceeds parking capacity. In Trondheim, Norway, the “Wanderer” bicycle lift was developed to encourage cyclists by providing help on steep hillsides. Bicycle transport vehicles are installed in the front of buses in many cities.
In some countries, bicycle culture in some towns has been an integral part of the landscape for generations, even without much official support. This is the case in Elhavo, Portugal.
In cities where bicycles are not included in the public transportation system, commuters often use bicycles as part of a hybrid commute, where bicycles are used to travel to and from the train station or other forms of rapid transit. Some students who commute for miles travel from home to the campus parking lot and then take a bicycle to class. Folding bicycles are useful in these situations because they are less bulky when getting on the bus. In order to make more space for bicycles and wheelchairs, Los Angeles has cancelled a small number of seats on some trains.
